Test draft zoning by-laws against every lot, in minutes.
Test draft by-laws and amendments against every lot — with the clause behind each number. Not a replacement for the GIS maps that look up today's zoning.
- Every lot
- Read against every clause
- About a minute
- To re-run a whole city
- Every number
- Shows the clause behind it
Not a GIS lookup
Built for draft and amendment testing — not for looking up today's zoning.
Most municipalities already have GIS software and a public zoning webapp for what a lot is zoned today. AssetAvenue Government is for the other job: apply a draft by-law or amendment to every lot, compare it to the by-law in force, and show the clause behind each number — so planning staff can see the effects before rules go to council.
The problem
When the by-law changes, staff need to know what it does to every lot.
A mid-sized Ontario city has around 50,000 lots. By hand, that is 50,000 separate checks for every draft and every amendment. AssetAvenue Government is built to do them all at once and keep the clause behind each answer — starting with a municipal pilot.
How it works
We encode your zoning by-law, clause by clause.
The by-law in force, and any draft you are consulting on — scoped to a pilot city, not same-day for every municipality.
The software applies every clause to every lot.
Using your municipality's own parcel, zoning and open data once that pilot is prepared.
Staff look up the answer in the browser.
That is what a working pilot looks like: any lot, any draft, with the rule behind every number.
What a pilot would let staff do
Drafts and amendments
See what a new draft does, lot by lot, before it goes to council.
In a pilot, enter the draft once. Every lot would be run under today's by-law and under the draft, and the map would show where homes are gained and lost. Type an amendment, such as a smaller minimum frontage, and the same comparison would be ready for a staff report.
Time
Re-run the whole city whenever the rules change.
Once a draft's rules are encoded and checked for a pilot city, every lot can be re-run and compared to today. Measured on a laptop: about 50,000 lots in just over a minute. Encoding a new municipality is a project, not a same-day switch.
Why AssetAvenue Government
Built new in 2026. Fast, open, and priced for one municipality.
New
Built in 2026 for the rules councils are writing now.
In-force by-law and new drafts, side by side
Fast
A whole city re-run in about a minute.
About 50,000 lots, every clause, on a laptop
Open
Every number shows the clause it came from.
Staff can check any figure themselves
Lot by lot
Shows what a draft does to every lot, not a citywide estimate.
Gains and losses mapped parcel by parcel
For residents
The same answer in plain words, on a page the municipality could host.
Search by street name
Affordable
Priced for one municipality's budget, starting with a pilot.
Set up with your own data
Your data stays yours
A pilot would run on your open data. Layers you license to us would be used only for your municipality.
Staff sign off
In a pilot, possible by-law errors would be flagged for staff to confirm or reject. Nothing would count until a person decides.
Nothing to install
A pilot would be set up with your data and tried in a web browser — no desktop software for staff to install.
For municipal leadership
A narrow Q1 2027 pilot for a CAO, Commissioner of Planning & Development, or Planning Director with budget.
Approve a scoped pilot: encode one by-law for one municipality, let planning staff try the workflow in a browser, and decide whether to continue. A pilot of this size would typically sit within a Planning & Development department budget.
Or write to info@assetavenue.ca.
Ask about a pilot

We can show the software on an Ontario city we have already run, and set out what a pilot on your by-law would involve. Built for Canadian municipalities.
